Future Serial Killer On The Loose?

“About 30 decapitated animal heads, believed those of dogs, were found Friday in an outer moat of the Tokyo Detention House, police said. The Metropolitan Police Department said the animals may have been killed as the heads were apparently severed by sharp instruments. The bodies have not been found.”
