Wheeling, West Virginia, Considers Breed Ban Legislation

Wheeling City Council is scheduled on Tuesday to conduct the first reading of a 12-page ordinance related to registering so-called dangerous or vicious dogs.

Council meets at 7:30 p.m. Tuesday, Jan. 3, in its chambers, located on the second floor of the City-County Building, 1500 Chapline St., Wheeling.

The purpose of the proposed ordinance is to "promote the public health, safety and general welfare of the citizens of the city of Wheeling. It is intended to be applicable to 'dangerous' and/or 'vicious' dogs, as defined herein by ensuring responsible handling by their owners through registration, confinement and liability insurance."

The proposed ordinance includes definitions of dangerous or vicious dogs, mainly describing actions or behaviors such as causing serious injury, biting or killing. It also appears to designate some breeds of dogs as dangerous or vicious, such as Canary dogs, mixed or not, any Staffordshire bull terrier or American pit bull terrier, mixed or not, and police-type dogs. Strict liability provisions also are included, relating to physical harm, "unless the dog was: being teased, tormented or abused by a person, or coming to the aid or defense of a person who was not engaged in illegal or criminal activity and who was not using the dog as a means to carry out illegal or criminal activity."


This is just ignorance gone to seed.

They are going to ban “police type dogs”? What does that mean? Any dog that can be trained to be a police dog? So, now we are adding a new type of dog to be banned: Airedales, Boxers, Bouviers, Chesapeake Bay Retrievers, German Shorthaired Pointers, etc. Look, a LOT of breeds can be trained to do police work, not just German Shepherd Dogs.

These brainless politicians keep writing laws. They can’t help it. That is what they do to get attention and to get “promoted” in the political world. It is just a crime that they use our dogs as stepping stones for their political careers.
