Under new laws, all pit bull owners will have to de-sex their dogs by April so the breed is eventually bred out of existence in Victoria.
"I'm looking forward to the day when we can say the breed is no longer present in this state. It will be a very pleasant day," Mr Bracks said.
The attack follows a similar incident in Werribee a week earlier when a pit bull bit a young boy on his face.
There are 578 pit bulls registered in Victoria, but it is estimated there are thousands more that are cross-breeds or have been driven underground by tough laws.
"Driven underground" means that people will just switch to another breed. This ban won't stop the dog attacks.
